Policy Analyst
Position Summary
Reporting to the Policy Director, you would strengthen Euroheat & Power’s policy analysis capacity and support the team’s advocacy work, providing analytical support and structured insights on key files and issues. Your role is to monitor and analyse EU policy developments, including technically complex legislative and secondary acts, and to contribute to shaping a policy framework that enables the growth of a sustainable district heating and cooling sector.
The focus of your work
  • Monitor, analyse and assess EU policy and legislative developments, including complex and secondary legislation across priority energy, climate and cross-cutting policy files; 
  • Develop high-quality written materials (policy briefings, analytical notes, consultation responses) for internal and external use; 
  • Support the preparation, coordination and follow-up of our Energy Policy Committee in cooperation with the Policy Director and Policy Advisers; 
  • Lead internal Task Forces, including agenda-setting, preparation of background material and follow-up; 
  • Contribute analytical input and policy expertise to the work of other departments, including Communications, Projects and Market Intelligence; 
  • Contribute actively to weekly team and staff meetings with analysis, ideas and insights; 
  • Any other task required in your work by your Policy Director or Managing Director.
Skills
  •  You are comfortable analysing legislative texts, impact assessments, consultations and technical documentation, and translating them into clear policy insights; 
  • You have strong drafting skills and can produce structured, concise and evidence based written materials; 
  • You are organised, reliable and comfortable managing multiple files in parallel; 
  • You are service-oriented and attentive to the needs of member organisations
Requirements
  • You have 1 to 3 years of relevant professional experience in EU policy analysis, gained in a trade association, EU institution, think tank, consultancy or similar organisation; 
  • You hold a Master’s degree in energy systems, public policy, economics, environmental or industrial sciences, or European studies with a strong analytical or technical policy focus; 
  • You have a solid understanding of EU legislative processes and demonstrated experience working on complex policy files, including energy, climate or industrial legislation; 
  • You have excellent written and verbal English;

Knowledge Transfer Officer
Position Summary
Euroheat & Power/DHC+ is looking for a motivated and enthusiastic Knowledge Transfer Officer to join our team in Brussels for a period of 6 months. The successful candidate will work under the supervision of the Knowledge Transfer Director, actively participating in projects that promote sustainable energy solutions across Europe.
The focus of your work
  • DHC Knowledge Hub: maintain and grow the database of district heating and cooling related resources, ensure the high quality of information, improve its user-friendliness. 
  • Education & Training: assist in organisation of our flagship initiatives such as the International DHC+ Summer School and the Student Awards. 
  • Skills: engage with the HR departments of our member organisations to maintain and update the DHC Jobs portal; support additional activities related to the Skills4DHC and the DHC Academy project. 
  • Knowledge transfer initiatives: support the organisation of the Global District Energy Climate Awards, DHC crash course for cities, and the District Heating Divas network. 
  • Research: collect and coordinate inputs from stakeholders, draft reports, contribute to studies and project-related activities on skills and labour shortages.  
  • Day-to-day operation and support of EHP and DHC+: support the work of the DHC+ secretariat, participate in meetings and ensure effective information sharing, cooperation, and communication with DHC+ and EHP members. 
Skills
  • You have experience with digital communication tools (Canva) and social media (LinkedIn). 
  • You are a team player, flexible, eager to help and capable of working independently. 
  • You are organised, you pay great attention to details, and you are able to keep deadlines. 
  • You are a creative communicator with an innovative mindset. 
Requirements
  • You have a Master's Degree in relevant topics. 
  • You have a genuine interest in working in clean energy sector. 
  • You are fluent in English (written and oral); proficiency in additional EU languages is a plus. 
  • You are willing and motivated to work with youth (students and young professionals), local authorities, and empower women. 
  • You are eligible to work in Belgium.
